It assumes that Hitler has stirred up enough trouble in the local states that they'll eventually force him from office. Right now, foreign observers think that, maybe, Evo Morales is facing the same problem in Bolivia. Perhaps. But if you have the right mix of patience, brutality, and aggressiveness, these things don't matter.
