In 1935, after the Saar Referendum. There's a dawning understanding that Hitler has something in store for Jews and Communists. All the Saar residents are sheep, but those who voted for re-entry into the Reich are accepted, while the Jews and Communists are herded into special pens. Sheep of course are passive, easily kept in line, and eventually slaughtered. But the cartoon is more suggestive, and ominous mostly in retrospect.
