Eric Godal was an American cartoonist, but the Americans weren't the only ones to make fun of the Nazis race-hypocrisy. You sort of see the beginnings of the problem here. The cartoons show Hitler as warmonger, Hitler as hypocrite, the Nazis as clowns. But it's a piecemeal attack, the sort of thing you'd use against a political party at home. Only this was barely a political party and certainly hadn't come home.

Lampooning for real effect is a precise art. You have to take the enemy down a peg, but you also have to make sure people still take the threat seriously. Part of the reason domestic political cartoons are so devastating is that the Republic is usually safe regardless of the party in power. When it's not, the people have thus far made the right decisions, picking Republicans to prosecute the Civil War and Democrats to fight WWII.
