It's hard to tell whether this is wishful thinking or an attempt at education. As late as 1937 a lot of Germans thought the government would just sort of fall of its own accord. Never happened. This seems to reflect thinking along the same lines. After all, a government that can only look popular by forcing its people to salute isn't long for this world, right? Guess again.

This cartoon is by a guy named, "Fulk." Zeman doesn't have anything else about him, not his first name, his country, or even the dates of his cartoons. A google search on "Fulk hitler cartoon" turns up nothing useful.
